Capital Works Funding

 

Municipal Capital Works

Municipal Capital Works funding is the Government of Newfoundland and Labrador’s commitment to provincial investment through municipal infrastructure throughout the province of Newfoundland and Labrador. The Municipal Capital Works (MCW) program fosters the development of cost-shared projects in a wide range of municipal infrastructure. Funding is provincial and municipal cost shared only. Through this program the Provincial Government provides municipalities the opportunity to secure, develop and improve services for their residents and support the long-term sustainability, growth and development of communities throughout the province.

Eligible funding is allocated based on the following ratios:

  • 90/10 for populations less than 3,000 (258 municipalities, 31 per cent of provincial population)
  • 80/20 for populations between 3,000 and 7,000 (16 municipalities, 14 per cent of provincial population)
  • 70/30 for populations greater than 7,000 (9 municipalities, 43 per cent of provincial population)
  • Local Service Districts in the province would also qualify for funding supports on approved projects

Municipal Capital works is application driven, meaning an application must be submitted to the Department of Municipal Affairs by the Municipalities or Local Service Districts (LSD’s) for any given project.

Each year an invitation will be sent to all Municipalities to submit an application for Municipal Capital Works for the forth coming year.

Eligible Projects

Typical projects include water and waste-water treatment, roads, recreational facilities and fire equipment etc.

Multi-Year Capital Works Funding

The Multi Year Capital Works funding is the Government of Newfoundland and Labrador’s commitment to provincial investment to larger scale municipal infrastructure. The Multi-Year Capital Works Program allows larger municipalities to avail of three-year blocks of funding which supports improved planning and scheduling of work of larger-scale projects. The multi-year program was first introduced in 1999 to fund larger-scale infrastructure initiatives in larger communities which have the capacity to make multi-year commitments. Funding is allocated on a cost-share ratio providing better funding arrangements and improved financial support to allow municipalities to strengthen services and improve infrastructure throughout Newfoundland and Labrador.

Eligible Projects

Typical projects eligible for Multi-Year Capital works funding are water and/or sewer, solid waste management, paving and/or road construction, municipal buildings and recreation.

Building Canada Fund

The Building Canada Fund (BCF) is the Government of Canada's new flagship infrastructure program. It advances national priorities that are important to all Canadians: a stronger economy Opens in new window, a cleaner environment Opens in new window, and better communities Opens in new window, while addressing local and regional infrastructure needs.

The national priority funding categories for the BCF are:

Funding will be allocated for projects in the provinces and territories based on their population and all major projects will be selected through federal-provincial/territorial negotiations.

The program will operate through two components:

  • The Major Infrastructure Component Opens in new window (MIC) will target larger, strategic projects of national and regional significance
  • The Communities Component Opens in new window (CC) will focus on projects in communities with populations of less than 100,000 – helping these smaller communities face their unique challenges

Canada Strategic Infrastructure Fund

The Canada Strategic Infrastructure Fund (CSIF) has been helping to support large-scale projects of major federal and regional significance in areas that are vital to sustaining economic growth and enhancing the quality of life of Canadians.

CSIF projects support infrastructure in the following five investment categories:

  • Highways and railways
  • Local transportation
  • Tourism or urban development
  • Water or sewage
  • Broadband (telecommunications connectivity)

CSIF has placed emphasis on partnerships with any combination of municipal, provincial, territorial governments, as well as the private sector. Each partnership is governed by specifically-tailored arrangements.
