Standard Form of Agreement between Client and Prime Consultant

Ministerial approval is required before a municipality/LSD can engage or change a consulting engineering firm in relation to a project funded by the Department of Municipal Affairs.

This Standard Form of Agreement between Client and Consultant is required to be completed and submitted to the appropriate office in the Department of Municipal Affairs for review. Once this Prime Consultant Agreement (PCA) is completed, a copy should be printed for submission and record purposes. The completed PCA cannot be saved directly to your computer. The Department will accept a scanned copy submitted electronically in PDF format.

Prior to any engineering work being undertaken on an approved project, departmental approval and signing by the municipality/LSD and the consultant is required. After signing, the consultant must forward copies of the signed PCA to the appropriate DMA office.

Engineering invoices will not be processed unless a signed PCA is in place.

All submissions are to be forwarded to the appropriate Regional Engineer/Office listed below:
