Municipal Water Sewer and Road Specifications Book

The Specifications Book, commonly called the Master Spec, was first issued in 1989. The Specifications are revised and updated annually, usually in April at the beginning of the fiscal year. The current edition is dated April 2008. Note: The version available for download on this site is not the official version of the document and is not to be used for tendering or bidding purposes.   This comprises the written specifications that apply to underground water and sewer work, sewage lift stations, municipal roads, curb, sidewalks and storm sewers.
• Standard Drawings section of Municipal Water, Sewer and Road specifications
  The Standard Drawings are complete illustrations to corresponding text references in the Specifications Book.
• Revisions List (29 KB)
  The Revisions List is the latest revisions made to the Municipal Water, Sewer and Road Specifications. It lists the page (hard copy version) and the section that was revised.
• Revised Pages (47 KB)
  The Revised Pages document contains all the pages of revisions to the Municipal Water, Sewer and Road Specifications. It is consistent with the revisions list document.
• Dispute Resolution (69 KB)
  The Department of Municipal in conjunction with NL Road Builders/Heavy Civil Association and Consulting Engineers of N & L offers a dispute resolution related to Municipal Water Sewer and Roads projects.
• Front End Documents
  Legal sections of the tender documents comprised of: General Conditions, Instructions to Bidders, Tender Form, and Agreement Between Owner and Contractor for both Unit Price Contract and Stipulated Price Contract.
